Investigative Report: Institution Resident Was Beaten By Drug

DENTON, TEXAS--An investigation by a Dallas television station into
the abuse of a local institution resident has revealed what it described as a
culture of neglect and drug abuse at the state-run facility.
Denton State School houses 653 people with developmental disabilities, making it the largest state institution in Texas and one of the largest in the United States.
The report focused on Hasib Chishty, who was 29 years old when he came to the facility in August of 2002.
On September 26 of that year, staff member Kevin Miller severely beat Chishty, putting him into a coma. Chishty was paralyzed by the beating, and has required many reconstructive surgeries on his internal organs.
"I almost killed him," Miller later confessed. He said he kicked and punched Chishty at least twenty times.
Miller said he beat Chishty while he was coming off of a drug high.
Miller has told investigators that he was recovering from a drug addiction when he started working at the institution in 2001, but that he quickly returned to abusing drugs because so many of his coworkers were using them during work time.
"We would each take turns going into the bathroom, and you know, snorting," he said.
Chishty's family has accused facility officials of ignoring the injuries until he nearly died, then covering up the abuse by blaming his massive intestinal injuries on a faulty seatbelt in a van.
"I honestly think they should be put behind bars," said brother Samir Chishty.
Just two months ago, Chishty's mother got a letter from the state admitting her son had been abused.
