Seven-Year-Old Dies Following Restraint At Day Program

RICE LAKE,
WISCONSIN--Investigators are trying to determine why a 7-year-old girl died
after being restrained at a day program for children who experience mental
illness.
Angellika N. Arndt, a foster care ward of the Bureau of Milwaukee County Child Welfare, was in the day treatment program at the Northwest Counseling and Guidance Clinic on May 25, when at least four staff members restrained her until she calmed down after she became "out of control".
At some point after the restraint, Arndt stopped breathing, clinic officials wrote in a statement. Efforts to resuscitate her were not successful, and she died the next day at Minneapolis Childrens Hospital.
Last week, officials at Northwest said their own investigation showed that the staff had followed proper procedure when restraining the girl. They added that the type of hold they used is only implemented when a child is in danger of harming himself or herself, or another person.
Rice Lake Police Department officers are currently waiting for a report from the medical examiner's office in Hennepin County, Minnesota, where Arndt died. The Wisconsin Department of Health and Family Services is also investigating.
According to the Rice Lake Chronotype, police have responded to at least two complaints of other children being restrained inappropriately at the clinic -- one in September and another in April.
