Study Says Institutionalized Europeans Still Suffer Poor
Conditions

LONDON, ENGLAND--In what is being called the widest ranging study
of its kind, a European Commission report says that too many Europeans with
disabilities continue to be housed in poor condition at residential facilities.
The study, entitled "Deinstitutionalisation and Community Living -- Outcomes and Costs", was compiled by the University of Kent and the London School of Economics.
The researchers studied conditions at institutions in 28 European countries. They found that, in some cases, those conditions are still so poor that they violate basic standards for human rights.
They also concluded that community-based services not only would allow people to enjoy a better quality of life, more control over their supports, and the opportunity to participate as full citizens, but they also would cost the government the same or less to operate.
The study recommended that governments pay more attention to expanding community services, and do the planning necessary to make sure there are smooth transitions to the community.
"Recruiting and training staff for community services needs to be done before disabled people start to move out of the institutions," it said. "The planning of future human resource needs should obviously be a key part of any local plan and national policy."
